Eurostat's 2025 price levels for restaurants and accommodation ran from 53 in Albania to 173 in Iceland, with the EU average at 100, across 34 European countries. In Japan, prices by prefecture ran from 96.2 to 104.2 of the national average. These compare price levels, not trip costs.

How do prices compare across Europe?
Eurostat's price level indices compare the level of prices between countries, with the EU average set at 100. A figure of 120 means prices about 20% above the EU average; 80 means about 20% below.
For restaurants and accommodation in 2025, the lowest levels were in Albania (53), Bulgaria (56) and Romania (59), and the highest in Iceland (173), Switzerland (163) and Denmark (142).1 Eurostat warns that these indices are not meant to give a strict ranking of countries, only the rough order of magnitude, so the table is in alphabetical order; you can sort it by any column.

- Restaurants and accommodation, 2025: from 53 (Albania) to 173 (Iceland), EU average 100.
- Eurostat says the indices show rough order of magnitude, not a strict ranking.
- What we would skip: reading an index as the price you will pay; it compares levels between countries.
