In 2025, Schengen consulates received 12,201,026 short-stay visa applications and issued 10,265,942 uniform visas, according to the European Commission. Its not-issued rate was 14.6%; not issued includes refusals and applications whose examination was stopped, so it is not a refusal rate.
How many Schengen visa applications are not issued?
In 2025, consulates of the Schengen countries received 12,201,026 applications for short-stay (uniform) visas and issued 10,265,942. The Commission's “not issued” rate was 14.6%.1
“Not issued” is not the same as refused. The Commission says not-issued visas include refused visas and applications whose examination was discontinued. It works the rate out as visas not issued divided by visas issued, visas with limited territorial validity issued, and visas not issued, not by applications.1

Ireland is not covered. Cyprus issues national visas, which the Commission lists separately and which are not in these tables. These figures describe past applications; they do not predict any one decision.
For how long you can stay once you are in, see the 90/180-day rule.
Key takeaways
- 12,201,026 applications and 10,265,942 uniform visas issued in 2025.
- Not issued includes refusals and stopped applications.
- What we would skip: reading a country's rate as your own chances; it describes past applications at those consulates.
