What are the driving rules in each European country?

TL;DR

There are no EU-wide road traffic laws, but some rules apply in every EU country: everyone must wear a seat belt and drivers must not use a hand-held phone.1 Cyprus, Ireland and Malta drive on the left.1 Alcohol limits differ, and the table gives each country's exactly as the European Commission's pages list them.

Which rules apply in every EU country?

  • Seat belts must be worn in all vehicles.1
  • Using a hand-held phone while driving is forbidden.1
  • Cyprus, Ireland and Malta drive on the left.1
  • A fine for an offence abroad can be sent to you at home.1
  • Alcohol limits, speed limits, required safety equipment, daytime lights and winter tyres differ from country to country.1

What are the drink-driving limits in each country?

Alcohol limits are written exactly as each country's Your Europe page writes them, units included, so they are not all in the same unit. Speed limits are shown on those pages as road-sign pictures rather than text, so we do not copy them here: open the country's page, linked in its row's source, to see them.

The Commission says these country pages are supplied by national authorities and points to national websites for the binding rules. This is not legal advice.

Which countries are not covered?

Your Europe has no road-rules page for Albania, Iceland, Montenegro, Serbia or Türkiye, so they are not in the table. Check those countries' own official sites.

What this page cannot tell you

  • Pages are not all current. Each country's page shows the date it was last checked.
  • Speed limits are on the official pages as road signs; we do not copy them.

Key takeaways

  • Seat belts and no hand-held phones are rules in every EU country; alcohol limits are in the table, speed limits on each country's official page.
  • Cyprus, Ireland and Malta drive on the left.
  • What we would skip: relying on any table, ours included, for a limit: check the country's official page before you drive.

Changes made. We summarised the Commission's pages (CC BY 4.0) and arranged the drink-driving limits into one table, keeping each page's own wording and units. We list no fines and no speed limits.
